Add Vendor
Add a vendor and its bills line, from a display name alone (Frederick, 2026-10-05: "a place I can copy the link and text or email them myself"). The vendor fills in everything else through its link; what he pays is set next on the vendor's page. Returns the vendor's id and its bill's id (the page to go to).
