List Commission Payouts

Read side of POST /commissions/payouts (design review build direction: the Commissions ledger's "Paid out" figures and the "All Time Paid"/"Paid Out <year>" KPI cards need a real number, and there was no endpoint to read a recorded payout back at all before this).

SCOPED (Frederick, 2026-09-06): same rule as the obligations list -- recipient_principal_id is pinned to the caller's own id unless they hold sees_all_commissions.
