Set Payment Settings

Set how much a vendor is paid and how often (Frederick, 2026-10-05: "I put in how much I'm paying and what intervals I'm gonna pay it"). One amount, one interval, a start date. He can change either whenever he likes; a change applies to the next unpaid period and is kept as history. Only the finance grant reaches this; the vendor's own routes cannot.
