Get Postage Waste Report

The "Postage waste" report -- Frederick, 2026-09-30: "that's something that I should be able to run a report on ... to make sure we're not wasting postage as an organization." Same finance:read permission as every other finance report; see postage_waste_report.py for exactly what each total counts and why.
