Dispute Strike

The contractor says they could not clock in, and why.

Frederick, 2026-09-17: a way for the contractor to report "couldn't clock in" and for the department manager to clear the strike. This is their half; waive_strike above is the manager's.

⛔GATED floor:contractor AND SCOPED TO THEMSELVES. The contractor id comes from the signed-in principal, never from the body -- a route that took it from the request would let anybody dispute anybody's strike, and the service checks the strike belongs to them as well.

⛔AND IT RAISES A CARD RATHER THAN WAIVING. A contractor saying a strike was not their fault is a claim, not a finding; if reporting cleared it, the three-strikes rule would be unenforceable by anyone who objects.
