Withdraw Invite
Withdraw an invite somebody never finished onboarding on. Build task, 2026-10-01, same ruling as end_engagement above. Expires their unused onboarding links at once, marks unsigned documents withdrawn, switches off their login, and takes them off the active roster and People list -- a soft removal, kept for history. Refused (409) if they already signed the IC agreement and worked a shift: end_engagement is the right action for them instead.
