End Engagement

A manager ends an active contractor's engagement directly -- no strike, no performance freeze, no safety report behind it. Build task, 2026-10-01, Frederick: "there's no way for me to remove anyone." See service.end_engagement's own docstring: this calls the exact same end_shifts every ladder stop calls, so the floor give-back-with-surge and the desk cover-ask run identically.
