Record a background check result by hand -- Frederick's 2026-10-01 ruling on a per-stage requirement named this as the still-missing manual door (service.record_background_check_result's own docstring); no vendor adapter calls this route today, a person does. Same hr:contractors:write grant every other contractor-record write on this router already needs.
