Contractor Rules

The /rules page: the rules in Frederick's words, and -- for the person asking -- their own score, strikes and free sick call-outs.

⛔ONE SOURCE FOR EVERY NUMBER: the questions and the strike table come from contractors.rules_text, built from the same constants the enforcement reads (and that the signed agreement states). ⛔ANYBODY SIGNED IN MAY READ THE RULES; me is always the caller's own row, never anybody else's.

⛔DEPARTMENT-SCOPED SINCE 2026-10-01: rules_text.faq_for_department/ strike_table_for_department replace faq()/strike_table() here -- see those functions' own docstrings and docs/01_decisions/rulings/ 2026-10-01-one-contractor-agreement-per-department.md. faq()/ strike_table() themselves are UNCHANGED (still read by the onboarding phone line and email composer, out of scope for this change).
