Chatroom Chacha Speak Stream
Stream ChaCha TTS as raw PCM (24kHz mono s16le) while it generates.
First audible chunk in <1s vs 2.6-16s for the batch endpoint. The response header carries X-Chacha-Audio-Id; when the body completes the full wav has been written locally AND mirrored to Redis, so the client can safely broadcast the id to the room (listeners fetch the batch way).
