Get Broadcast Watch Token

Subscribe-only token so a breakout participant can watch the host's screen being broadcast from the PARENT room. room_name is the parent; the caller must currently be a participant of the parent or one of its breakouts. A distinct watch- identity keeps it a silent observer that doesn't affect rosters.
