Chatroom Chacha Transcribe

One-shot STT for a voice question to ChaCha in the call panel.

Deliberately does NOT record voice-call minutes, live-transcription minutes, or the daily transcription quota (unlike /voice/transcribe) — a panel voice ask consumes exactly ONE ChaCha message, charged by the chacha-chat call that follows. (Nancy: "talking to ChaCha in the group calls should not count towards voice minutes.") The Deepgram cost of a few seconds of STT per ask is accepted untracked.
