The class plan for this room, for the in-call agenda panel.

Hosts get the full plan including their private notes. Everyone else gets it only once it is published AND visible_to_students, with every notes field stripped — and {"plan": null} otherwise, so the panel renders empty rather than the client having to interpret a 403.
