May a student add or remove their own section's class times? {"students_may_set_class_times": true|false}

Asked for on 15 Oct 2026 by the exchange school whose student teams each form a section and agree a meeting time by a poll in their channel; until now a teacher had to copy every team's time into the section's settings. Off for every school until a coordinator turns it on. The student routes (student_class_times_routes.py) check this switch and the student's section on every call.
