Set Enrolment Policy

May only coordinators add students? {"enrolment_coordinators_only": true} Admin-only. On: the school link, class codes and the org invite code stop admitting new students, and a teacher's add/import controls are refused. Students already here are untouched; this decides who adds the next one.
