Set Org Plans Required

Does this school want a FluenTea plan for every class? {"plans_required": true|false}

Mariana (advisor): "why does it have to be planned on FluenTea? Just because it is not on fluentea, it does not mean it is not planned." A school that plans in its own system was being told, in red, that its week had failed — and its teachers nudged about work they had already done somewhere else. Turning this off drops the red banner, the "Unplanned" alarm and the nudge; the coverage grid still SHOWS which classes have a plan here, because that is a fact either way.
