Unarchive Project Endpoint

Restore an archived project into every list/dashboard. Campaigns stay Paused and budgets stay $0 — restore never silently resumes spend (the campaign-archive invariant). 409 domain_conflict when the org created a new active project on the same domain while this one was archived (partial unique index uq_project_org_domain_active).
