Get Billing Postpaid

AutoGTM postpaid (overdraft) tier state for the Billing UI.

Returns the active slot's headroom + settled count + the org's current tier rung. The tier_number / tier_cap_credits fields are populated even when no active slot exists so prepaid users (no card / no overdraft history) still see a meaningful "Tier 1 up to $5" subtitle on the unified balance card (issue #801).
