Return all projects owned by the authenticated actor (G.4.7 add).

Paid-tier only — same gate as the singular /api/v1/mcp/project/... routes. Free / pass / unauthenticated callers get TIER_INSUFFICIENT.

Sorted by updated_at DESC (newest first) per ProjectService's list_projects ordering. The summary shape is intentionally narrow — no parameters, no assembly details — so listing 25 projects (the v1 per-user cap per 29th-fire Q5) stays cheap to serialise.
