Mcp Project Delete

Permanently delete a project. Cascade removes assemblies, revisions, rates, and outputs per the ORM cascade='all, delete-orphan' rules in persistence/projects/models.py.

Paid-tier only. Returns RESOURCE_NOT_FOUND for unknown IDs and for projects owned by other users (timing-attack protection).
