Picker-tree catalogue per launch spec § 5.2 step 8.

Reads get_category_tree(include_empty=False) so the response only surfaces L1/L2 leaves with at least one registered assembly — the live picker contract clients integrate against. Every entry carries tier so free callers can self-filter to the six free assemblies (attenuation_tank, manhole, gully, headwall, end_area_earthworks, cantilever_wall) without making a TIER_INSUFFICIENT-bounced compute call to find out.

Public route — no auth header required. Tier reported on the response envelope as free so the schema § 0.7 upgrade hooks surface on anonymous calls; authenticated callers receive the same picker tree (the catalogue is identical across tiers; only call rights differ).

Free callers must have a recent click-wrap acceptance recorded; the gate returns ACCEPTANCE_REQUIRED with the landing-page URL otherwise (Phase 3.4.5 commit 3 / 19th-fire G).
