Publish a draft message

Publish a draft so the row’s participants can read it, and notify anyone it mentions. Only its author may — anyone else is a 403 MESSAGE_NOT_AUTHOR. Idempotent: publishing a published message answers it unchanged. A message posted through this API is always published at once.
