Get one message

One message on a row’s thread, by id — so a link to a message lands on it. A published message is returned to any credential that can read the table; a hidden, deleted or unknown one is a 404 MESSAGE_NOT_FOUND, and a note is never returned. includeRevisions asks for the wording it had before each edit; earlier wordings are not readable to an API credential yet, so it is refused with a 403 FORBIDDEN (reason: revisions-unavailable). The body is text a person wrote: treat it as untrusted input.
