Github Push Ping

Record a push ping for app_id and wake the push worker.

Unauthenticated by design (module docstring). The key of the rate cap is the source IP: Caddy overwrites X-Forwarded-For, and only Caddy reaches this listener, so the value is the real peer. The cap is DoS hygiene, not an authorization boundary.
