Account-wide access stats, plus one row per project.

The payload is the ordinary stats shape over every channel the caller can see, plus a projects list. The channel set is MEMBER-scoped (_visible_channels), so a project shared with the caller counts here. That is a different scope from GET /me/usage, which is owner-scoped, so the two surfaces answer legitimately different numbers.

An account with no channel gets the empty stats shape and an empty projects list.

The route only reads, so it runs on run_read_in_thread.
