Set App Blob External

Toggle the app-wide external object-store access opt-in.

Default-closed and per project. When enabled, every channel of the app becomes reachable over the public S3 gateway endpoint; disabling it closes all of them immediately. Cross-user callers get 404.

The flag is enforced on the owning CELL, from the pushed blob record, so the toggle pushes the app's records straight after the commit. A push failure is a 5xx: on enable that leaves external access closed (safe); on disable the DB says off while the cell may still admit until the sweeper's re-push heals it — hence the ERROR log there.
