Enqueue Channel Rewind

Instant one-step rewind to the channel's previous deploy image.

Boots the immediately-previous retained image directly (no build, no git sync, no snapshot) via the deploy dispatcher, so it can't race a concurrent deploy/move on the same channel. "Previous" is the newest success deploy whose SHA differs from the channel's current one. Refused for static apps (no built image) and when the channel has only ever deployed one SHA.
