My Resource Usage

Per-account CPU/memory history against the plan's soft allocation.

cpu_pct_of_limit is the bucket's average cores as a percentage of the plan's soft CPU allocation (100% == the soft entitlement; may exceed to the plans.CPU_BURST × 100% burst cap). current comes from the in-memory latest-sample cache, falling back to the newest bucket if the cache is cold.

The route only reads, so it runs on run_read_in_thread. One statement reads the user, and _resource_rows adds one more.
