Expose Forward

Allocate (or update) the channel's public raw-TCP endpoint.

Re-POSTing an already-exposed channel returns the same host/port with allow_cidrs replaced by the submitted list, and 200 instead of 201 — the endpoint address is stable for the life of the exposure so tenants can hand it out.
