Import monthly reports from Xero responses

chart_of_accounts is the /Accounts response; each report is a one-month ProfitAndLoss or BalanceSheet response, with its period. Validates, converts and stores every report before responding. Returns 201 with the receipt, or 200 with the original receipt (deduplicated: true) when the idempotency_key was already used for the same reports. Rule failures are a 422, and conflicts with stored data a 409, both with a {code, message, field, candidates} body.
