Read one outbound task, including a dry-run of the issues currently blocking it from starting

Task detail, INCLUDING issues - a dry-run of what currently blocks the task from starting (computed fresh, nothing is stored). Reminder integrations can also use GET /v1/tasks/{id}/items/{itemId}/reminder-call?callId=c_... to read the exact owner-bound actual attempt and sanitized quality in reminderCall. Missing metrics are observed: false with null, never zero. Any evidenced dismissReminder.invoked: true suppresses SMS.
