Read PetCenter dispatch-scope registration status or an operation readback

Owner-only operational readback for the PetCenter outbound dispatch scope. Without operationId, returns the current registered manifest summary; with an operationId, returns that operation's durable result after an uncertain POST. This endpoint cannot change task membership.
