Pause up to five owner-registered PetCenter tasks using revision checks

Owner-only pause operation for one to five currently registered PetCenter tasks. Send a stable operationId, current manifest SHA, and each task's freshly read revision. The response wraps the operation under operation, including the canonical request hash and ordered task inputs. The task revision change and per-task durable outcome are atomic; replaying the same operation is safe, while changing its body conflicts. A revision conflict is reported per task and does not pause that task.
