List Incubator Options

List the distinct incubators present in the incubator table.

Powers the "Incubator" dropdown on the Incubator source block in the sequence builder. Counts exclude only LOW-confidence LLM-guessed rows (the YC LinkedIn-fallback path can land those in the table via IncubatorFetcher). Canonical scrapers (Techstars / Antler / 500 / E14 / EF / SPC / StartX / YC API) write rows with confidence unset, so those are kept.
