Apply Copy Artifact To Campaign Draft

Apply one digest-verified, integrity-valid copy row to exact campaign variants.

The draft stores the application receipt under the caller's idempotency key. A repeated identical request returns the current draft without another version bump; reusing the key for different exact content fails closed.
