Apply Recipient Copy Artifact To Campaign

Bind integrity-valid artifact rows to exact recipients without N draft edits.

Exact bytes are staged in set-based batches under the current draft. They remain inert until publish atomically promotes them to one revision, after which runtime selects by sequence/revision/node/variant. An interrupted request is safe to retry: identical staged bytes are no-ops and the draft receipt is appended only after all staging writes commit.
