Campaign Targeting

Return targeting rules and funnel data for a campaign variant.

By default uses the first campaign for the agent (oldest by created_at). Pass campaign_id (the campaign UUID) to load a specific variant — used by the variant selector on the agent detail page so users can edit each variant's rules independently.

Loads campaign_rule rows for that campaign, resolving org-level defaults, and the latest targeting_snapshot for funnel step data.
