Start Ask Jenny Scenario

Start a fire-and-forget operator-vs-AskJenny scenario; poll GET /scenario/{id} for status.

Creates a simulated ASK_JENNY engagement via agent-service, stamps the scenario meta with kind="ask_jenny" (selecting the operator persona + Jenny backend) and a heartbeat window sized to the per-turn budget, then schedules the loop.
