List Engagement Hook Events

Return hook evaluation/action log lines for an engagement.

Backed by SigNoz log queries — see api/utils/signoz_read.py. Returns [] when SigNoz is not configured, the engagement doesn't exist, or the caller isn't authorized for the engagement's org. The handler decides authorization; the router just shapes the response.

The signoz_read parser already coerces timestamps to datetime, so unmappable rows are dropped at the source rather than silently discarded here on integer-timestamp surprises.
