Google Lsa Mcc Membership

List the ENABLED accounts a Google Ads MCC manages and, when target_customer_id is given, whether the target is one of them.

Authenticates with the MCC's shared manager credential when one is mapped, so it still answers "does MCC X manage customer Y?" even if the org's own Google Ads credential is dead — the state a per-org OAuth-400 leaves an account in when its login_customer_id was never populated. Use it to decide whether such an account can be mapped onto a healthy shared manager credential instead of reconnecting a fresh per-org credential.
