Switch the teacher for a single entry (legacy PATCH /reports/reallocation/switch)

Sets one entry's StaffId (and optionally its entry name). Port of the legacy v2 PatchSwitchTeacher endpoint. The new teacher is found by StaffUpi, else by StaffNameId (their NAME_ID).
