Get students for a reallocation group (legacy /reports/reallocation/students/{StepId}/{StaffId}/{EntryName})

Requires permission: ReportAdmins

Returns the report entries (with student names) for a step + writing teacher + entry name. Port of the legacy RPT_RA_EntriesForStep SP, rebuilt from RPT_ENTRIES with the canonical student bridge.
