Get existing sport report allocations (legacy GET /Reports/Sport/Allocations)
Requires permission: StaffMember
Returns one allocation row per existing entry (staff + pupil) for the report + sport entry name, with names resolved against the canonical model. Port of the legacy v2 GetSportReportAllocations endpoint.
