Changes since setup: where a live report and the MIS now disagree

Compares every step's sets, tutor groups, houses and year group against who the MIS has in them now: pupils who have joined (no entry), pupils who have left (entries flagged when written), and writers who have changed. Computed on every call; a report from an earlier academic year is not compared (CurrentYear false).
