Delete several sets of reports at once

Requires permission: ReportAdmins

Removes every entry (with its mark grades and AI records) for each step + writing teacher + entry-name group given, and drops a set from a step's saved selection once nothing is left writing it, so re-running the create pass does not bring it back. The bulk form of DELETE /reports/reallocation/{StepId}/{StaffId}/{EntryName}.
