Wake Perspective Endpoint

TOS-2265: deliberately interrupt a running sleep cycle.

Same access as /sleep-status (chat-entitled, not owner-only) and the same underlying primitive a chat turn already triggers as a side effect (defer_running_cycle - see services.cognitive_v2.sleep_cycle). This endpoint is that interruption made explicit and callable without sending a message; it is never a second writer of mind_sleep_cycles.

Rate-limited per (agent, caller) pair so a looped caller cannot keep this Mind permanently deferred - see services.cognitive_v2. wake_rate_limit. Only a call that actually defers a running cycle spends the caller's budget; a call against an already-awake Mind is a free no-op.
