Get Beliefs About Entity
Theory-of-mind surface (spec section 8, W8).
Returns the given Mind's evaluations on propositions whose subject is entity_id. Identity-scoped through the SAME _check_perspective_access gate the sibling endpoints use, resolved via the Mind's owning identity.
