Get Perspective Settings

TOS-1981: read this Mind's consolidation_authority (auto | manual).

Same gate every sibling perspective route uses. A missing IdentityConfig row (never configured) reads as the default 'auto' - same as the IdentityConfig.consolidation_authority property itself.
