Rebuild Estimate Endpoint

Read-only cost/mode estimate for a rebuild (used by the rebuild dialog).

scope=needs_work (default) prices only the chats that actually need re-extraction (drifted/failed/blocked/never-extracted); scope=full prices a from-scratch re-extraction of every chat. TOS-498.

include_captures=False (TOS-1005) prices a conversations-only rebuild that skips capture chats (those with a non-null source), so the dialog can show that cheaper option without committing to it.
