Update Perspective Settings
TOS-1981: set this Mind's consolidation_authority.
OWNER-ONLY: _check_perspective_access is the strictest existing check (self OR an active agent owner) - the same gate every sibling perspective route already uses for reads, reused here unchanged for the write.
manual -> auto releases every 'pending_review' evaluation on this Mind to 'active' and bumps mind_version, in the SAME transaction as the setting change - the owner opting back into auto review must immediately surface whatever was quarantined, not leave it stuck until the next unrelated write. auto -> manual affects only FUTURE consolidation writes; existing active rows are left untouched.
